Neil Millar

Neil is Senior Education Officer in Curriculum, Learning, Teaching and Assessment at Education Scotland. He has specific responsibility for the curriculum area of Expressive Arts as well as Culture and Creativity where he strategically advises and supports schools, other educational settings as well as national and local governments across Scotland and the UK, including the other devolved nations. Neil initially studied and trained in Drama and Theatre Arts at Edinburgh’s Queen Margaret University and then went on to gain a PGCE and then a Masters in Educational Leadership at the University of Strathclyde’s Institute of Education. He has also been awarded Scotland’s Specialist Qualification for Headship by the University of Glasgow and the General Teaching Council for Scotland (GTCS). Neil has worked extensively in education and has significant experience of middle and senior leadership in secondary schools in both the state and independent sectors. He has also held a number of senior appointee roles with the SQA where he concurrently served as Principal Assessor and Depute Principal Assessor for Higher Drama and Advanced Higher Drama respectively, stepping down from both roles at the end of 2022. He continues to be instrumental in the shaping of arts education within Scotland’s Curriculum for Excellence and serves as an adviser to a number of professional arts and education organisations in Scotland, the UK and internationally. Neil has also been awarded Professional Recognition by the GTCS for Supporting Teacher Learning and for Assessment. Throughout all stages of his career, Neil has been a passionate advocate for effective system leadership as well as supporting partnership working between schools, tertiary education and industry.

He is fully registered with the GTCS and is an elected Fellow of the Royal Society of Arts.
